Article 86 — Right to Explanation of Individual Decision-Making

1. Any affected person subject to a decision by a deployer that is based to a significant extent on the output of a high-risk AI system listed in Annex III, with the exception of AI systems listed in point 2 of that Annex, and that produces legal effects or similarly significantly affects that person shall have the right to obtain from the deployer clear and meaningful explanations of the role of the AI system in the decision-making procedure and the main elements of the decision taken.

2. The deployer shall inform the affected person of the right referred to in paragraph 1 when the first interaction or the first decision pursuant to paragraph 1 takes place. That information shall be provided in clear and plain language.
