Article 66 — Scientific Panel of Independent Experts

1. A scientific panel of independent experts (the panel) is established to support the enforcement activities under this Regulation.

2. The panel shall consist of independent experts selected by the Commission on the basis of up-to-date scientific or technical expertise in the field of AI and the specific areas relevant to the tasks of the panel.

3. The panel shall advise and support the AI Office, in particular with regard to:
(a) supporting the implementation and enforcement of this Regulation as regards general-purpose AI models, in particular by carrying out evaluations of general-purpose AI models pursuant to Article 92 and contributing to the work of the AI Office;
(b) providing independent advice and analysis on the risks of general-purpose AI models;
(c) contributing to the development of tools and methodologies for the evaluation of capabilities of general-purpose AI models.

4. The panel shall act in accordance with the highest scientific and ethical standards and shall be transparent about its activities and findings.
