Scope — What is Outside the AI Act

This Regulation should not apply to AI systems and models specifically developed and put into service for the sole purpose of research and development activities. Nor should it apply to AI systems used exclusively for military, national defence or national security purposes regardless of which entity carries out such activities. This Regulation should also not apply to AI systems that are not placed on the market or put into service in the Union, even if the output is used in the Union. Furthermore, this Regulation should not apply to persons using AI systems in the course of a personal non-professional activity.
