Certain AI systems that pose an unacceptable risk to fundamental rights and safety should be prohibited. This concerns AI systems that use subliminal techniques affecting persons without their awareness. It also covers systems exploiting vulnerabilities of specific groups. Social scoring by public authorities using AI is contrary to the values of the Union. Facial recognition databases created by untargeted scraping are also prohibited. Real-time remote biometric identification in public spaces for law enforcement should be prohibited in principle, with very narrow exceptions.
