National competent authorities should establish AI regulatory sandboxes, which provide a controlled environment facilitating the development, testing and validation of innovative AI systems for a limited time before their placement on the market or putting into service. Regulatory sandboxes should allow testing in real or real-world conditions under regulatory supervision. The AI Office should maintain an EU-wide sandbox portal. SMEs and start-ups should have priority access to sandbox opportunities.
