Deployers that are public bodies, and certain private operators providing public services, are more likely to use high-risk AI systems in ways that affect fundamental rights. Therefore they should be required to conduct a fundamental rights impact assessment before deploying such systems. The assessment should cover the intended purpose, the rights potentially affected, the scope of deployment, and the measures taken to mitigate adverse impacts. The results should be sent to the market surveillance authority.
